1995年，俄罗斯政府急需资金。为解燃眉之急，叶利钦政府和一些新兴商人联合推出了一项名为“贷转股”的计划。通过这项计划，商人把钱贷给俄罗斯政府，并以极低的价格获得石油及其他公司的股票作为抵押。一旦政府在贷款上违约，这部分股权则变成放款人的财产，放款的商人于是就会获得这些新公司的控制权；政府则靠着获得的短期资金，保持其在1996年“总统大选”之前的正常运转。如此的资产私有化形式实非同寻常。
